* KCTU Demands on the Occasion of the May 1998 General Strike
- Abolish the lay-off system and the temporary employment system;
end unfair labour practices
# Repeal the legislative provisions for redundancy lay-off and
temporary employment
# Ban the regress in collective agreement, ban the unilateral
abrogation of collective agreement
# Punish the employers responsible for unfair labour practices
# Reinstatement of all unfairly dismissed workers
# Release and restore the civil rights of imprisoned trade
unionists
- Guarantee employment security and living wage
# Reduce the statutory working hours to 40 hours a week
# Reduce working hours in appropriate industries to 35 to 38 hours
through collective agreement as a means to maintain the current
level of employment
# End unilateral corporate restructuring and adopt industry-level
employment security agreement (including public sector)
# Guarantee the succession of employment, collective agreement and
union recognition in cases of corporate merge and acquisition
# Guarantee living wage without wage freeze, wage payment failure,
and wage cut
# Pay compensation for workers laid off in redundancy dismissal
grounded on agreement with the union
- Build institutional mechanism for employment security and
unemployed workers
# Pay unemployment benefit to all unemployed workers
# Create 20 trillion won unemployment relief fund through
introduction of employment tax, arms reduction, and
reclamation of ill-gotten wealth of corrupt chaebol owners and
politicians
# Guarantee unemployed workers* right to join supra-enterprise
level union
# Consolidate social security system through expansion of
government expenditure on education, health insurance service,
housing assistance, and tax reform
# Create job through social infrastructure investment and public
facility investment
- End collusion between politicians and chaebol owners, dismantle the
chaebol system, guarantee workers and trade union participation in
management decision making process, and guarantee the fundamental
labour right to associate, bargain and act collectively
# Consolidate the anti-corruption law
# Oust chaebol chiefs from front line of management and prohibit
nepotistic succession of corporate control by children of
chaebol chiefs
# Enact co-determination law
# Guarantee the basic labour rights of teachers and public servants
- Renegotiate the unfair agreement with the IMF
# Withdraw the demand for legislative provision for redundancy
dismissal and temporary employment and the demand for labour
market flexibility
# Withdraw the prescription for high interest rate and severe
austerity fiscal and monetary regime, the observance of BIS
equity ratio, and cut-back in social welfare spending
# Introduce regulation against international speculative capital
and withdraw the special privilege treatment given to foreign
investment
# Guarantee the succession of employment, collective agreement and
trade union in cases of merger and acquisition by foreign capital
